Amid the immense suffering affecting innocent civilians, it has become increasingly difficult to determine where responsibility lies. However, Ahmad al-Sharaa (al-Jolani) — who has been presented internationally as a transformed political figure — remains, in the view of the Western Syria Alliance, the leader of a jihadist movement responsible for severe violations against minority communities in Syria.
Despite repeated claims that he does not control various armed factions, the incidents reported on the ground suggest otherwise. Attacks targeting Alawites and other minorities continue to occur under the authority of the de facto administration led by al-Jolani.
The Alliance also criticizes what it describes as the silence of international institutions — including the United Nations and major human rights organizations — in the face of what it characterizes as a series of sectarian massacres in modern Syrian history.
Early in the morning of November 23, 2025, armed groups reportedly attacked Alawite neighborhoods in the city of Homs. The attackers are described as tribal groups allegedly supported by elements affiliated with the de facto authority.

The Western Syria Alliance warns that the continuation of such incidents and the alleged inability — or unwillingness — of the de facto authorities to stop them places the Alawite community and other minorities at significant risk.
